A signed offer from a Dubai school is not an enrolment. KHDA says a student is not officially enrolled until they have been registered in its system.

Most families hit this in the same week as the residence visa. The school wants a folder. The visa file wants a different folder. The two overlap on the birth certificate and the child's identity documents, and they collide on the calendar.

What documents does a Dubai school actually ask for?

Two lists, not one. Confusing them is how people attest the wrong paper.

KHDA's published register-new-student card is short. Valid Emirates ID. A Transfer Certificate for Grade 2 / Year 3 and above, or an official end-of-year certificate if a transfer certificate is unavailable. A passport only where the Emirates ID is not available, and only for diplomatic missions or exceptional cases. Extra letters exist for custody, court cases, a delayed Emirates ID, or a child who has never been in formal school.

That is the authority's list.

The school's admissions office asks for more. Typical extras are passport and visa copies for the child and both parents, a birth certificate, the last two or three report cards, an immunisation record, and photographs. Those extras are school policy. They are not on KHDA's registration card.

Hold both lists in your head. KHDA will not register the child without the items on its card. The school will not send the KHDA request until its own folder is complete. You need both.

What does KHDA need before a child is officially enrolled?

Three conditions, from KHDA's own terms, last updated 11 August 2026.

First, the child is not enrolled until the KHDA record exists. An offer letter and a deposit receipt do not create that record. The school submits the request on the KHDA portal with the child's Emirates ID number, uploads the transfer certificate, and the guardian signs the Parent-School contract electronically. Registration is approved immediately. There is no fee.

Second, the registration details must match the Emirates ID. Full name, nationality, religion and date of birth. That matching rule is why a transfer certificate written in a shortened name, or with a missing middle name, dies in the portal after the school has already accepted the paper copy.

Third, for Grade 2 and above, admission must not be based solely on the child's age. The school must admit on a valid Transfer Certificate, and it must follow KHDA's placement guidelines. A child will not be registered into a grade or year group without a valid transfer certificate or official academic documentation.

KHDA cites Administrative Decision No. 50 of 2022 as the instrument behind this service. If a registration is rejected, the school must give the parent a written reason.

Which school documents must be attested?

Attest what KHDA names. Do not attest everything in the bag because it feels safer.

Academic certificates issued outside the UAE must be attested by the relevant educational authorities and the UAE Ministry of Foreign Affairs in the country of issuance. That is KHDA's published rule, not a school's preference. "UAE Ministry of Foreign Affairs in the country of issuance" means the UAE embassy or consulate there, not a counter in Dubai.

The stamps that come before that embassy depend on the issuing country. That chain is a separate job. See certificate attestation rather than starting it from a school checklist.

What does not need attestation for KHDA registration: passport copies, visa copies, the Emirates ID, and a KHDA leaving certificate issued by another Dubai school. The last of those is already in KHDA's system.

Language is a separate requirement. KHDA's parent guide says certificates for admission above Grade 1 must be presented in Arabic or English. Originals in any other language need a translation authenticated by a legal translator. Detail on what "legal" actually means is in legal translation requirements.

MSM tip: Attest the transfer certificate in the country that issued it, before you fly, even if that costs you a week of packing. A family that lands in August with a clean, unstamped TC then spends September waiting on an embassy they have already left.

When do you need a transfer certificate?

If the child is entering Grade 2 / Year 3 or above, yes. KHDA's card says so. The terms say so again for Grade 2 and above.

If the child is entering KG or Grade 1, KHDA's register card does not ask for a transfer certificate. The parent guide still wants proof of previous schooling for admission higher than Grade 1, in Arabic or English. Ask the school which of those two rules it is applying, in writing, before you start an attestation you may not need.

Two Dubai documents get used as if they were the same thing.

They are not.

A transfer certificate is what you need to move a child into a Dubai school, including from abroad or from another emirate. A student leaving certificate is what KHDA issues, through the current Dubai school, when the child is leaving that school. KHDA's parent guide: transferring within Dubai, you need a transfer certificate; leaving Dubai, you may need a student leaving certificate to prove the years of study here. The school obtains it and has it verified by KHDA.

The leaving certificate costs AED 120. It is issued electronically, and only after outstanding tuition is paid.

Quranic-centre certificates do not count. KHDA says so, plainly. They are not evidence of a completed school grade.

Does the previous country change the paperwork?

Yes. The country decides the stamps, not the school.

A child leaving another Dubai private school is the short case. The current school applies for the KHDA leaving certificate. You pay AED 120 plus whatever you still owe in tuition. The new school uploads that record. No embassy is involved.

A child leaving a school in another emirate sits in a different register. MoE, ADEK or SPEA may have issued the paper. KHDA still wants a valid transfer certificate or official academic documentation. Ask the receiving Dubai school which stamp it will accept.

A child leaving a school abroad is the long case. KHDA wants the certificate attested by the educational authorities of that country and by the UAE mission there. The home-country stamps before that mission are country-specific. India, Pakistan, the UK and the Philippines do not share a desk.

Curriculum also changes the clock. KHDA's parent guide: Indian, Pakistani and Japanese curriculum schools run from April to March. Every other curriculum it lists begins in September and ends in June or July. Arrive in August for a British or American year and you are already late. Arrive in August for an Indian year and you have months.

Can you enrol before the residence visa is finished?

You can start the school conversation. You cannot finish KHDA registration on a visit visa and a promise.

KHDA's default is a valid Emirates ID. The Emirates ID follows the residence visa. The residence visa follows the family file. That file is the same week's work as the school folder, which is why families lose September.

There is a published backstop. In exceptional cases such as a delay in issuing the Emirates ID, KHDA permits provisional registration for up to one academic year, provided the other documents arrive in the approved timeframe. A letter from official authorities is on the document list for that delay.

Use that year if the ID is genuinely late.

Do not use it as a plan.

The trade-off of paying a deposit before the visa is stamped is real. Popular year groups fill. The worse trade-off is treating the one-year window as permission to land without an attested transfer certificate. KHDA's exception is about the Emirates ID. It is not a waiver for the academic paper.

GDRFA gives the sponsored person 60 days from the date of entry to finish residency. A September-start school does not wait for day 59. If the child is already here on an entry permit, start the medical and biometrics before term, not after the first assembly.

Public schools are a different product. The government portal requires a valid residence visa for both student and parent, among other conditions, and charges expatriates AED 6,000. If that is your route, the visa has to be live.

Do report cards, birth certificates and vaccination records need stamps?

Report cards: useful, rarely sufficient. KHDA will take an official end-of-year certificate if a transfer certificate is unavailable. It will not take preliminary or temporary results. A predicted-grade printout from June is not a final result.

Birth certificate: the school wants a copy. KHDA does not list it on the register card. The visa file does require an attested one, and that version takes weeks if the child was born abroad. Attest it once, for the visa. Give the school a copy.

Vaccination records: school nurse, not KHDA. Dubai Health issues a general vaccination certificate free of charge, 24 hours a day, against an MRN, Emirates ID or passport number. If the child has no UAE record yet, bring the home card and a translation if it is not in Arabic or English.

High-school equivalency is not an admission document. MoE equalises Grade 12 certificates for recognition, and that is a later process with its own attested Grade 10, 11 and 12 papers. Do not start an equivalency file because a school asked for last year's report.

What does the official paperwork cost?

The fees you can add up sit on government pages. School tuition does not.

A worked example, using only those figures. Two children, Year 4 and Year 7, moving from one Dubai private school to another in the same August.

AED 240 is not the number that decides the week. The number that decides it is whatever the old school lists as unpaid tuition, because KHDA will not issue the leaving certificate until that balance is cleared. That figure is on your fee statement, not on a KHDA card.

Same two children, arriving from abroad. There is no AED 120 leaving certificate. There is an attested transfer certificate from the previous country, whose embassy fees we will not invent, and a birth certificate for the visa file at AED 150 once it reaches MOFAIC. If they apply for the family entry permit from outside, GDRFA publishes AED 365 per person. The long cost is time in the issuing country, not the dirhams here.

In what order should you handle visa, attestation and admission?

  1. Get the school offer in writingAsk, in the same email, which documents they need for their folder and which they will upload to KHDA. The two lists are not the same.
  2. Open the family visa file the same weekThe Emirates ID is what KHDA prefers to register against. The visa document list is on the family visa documents guide. Start the birth-certificate attestation there, not here.
  3. Have the previous school issue the transfer certificateIf it is a Dubai school, they apply to KHDA. Pay the outstanding tuition first. If it is a school abroad, collect the original on letterhead, signed and stamped, before you leave.
  4. Attest a foreign transfer certificate in the country of issuanceEducational authorities, then the UAE mission there. Do this before you fly if the calendar allows. Country-by-country stamps are a different job; send the document to attestation rather than guessing the order.
  5. Translate anything that is not Arabic or EnglishKHDA's parent guide requires it for admission above Grade 1. Use a legal translator. Do the translation after the stamps, not before.
  6. Let the school register once the Emirates ID existsThey enter the ID number, upload the transfer certificate, and you sign the Parent-School contract electronically. If the ID is delayed, ask them to use KHDA's provisional-registration route and get the written explanation if anything is refused.

What gets a school file bounced?

The file we see bounced most often is a transfer certificate that does not use the child's full passport name. A nickname. A missing middle name. A surname the previous school shortened. The admissions desk will file it. KHDA's portal will not, because the record has to match the Emirates ID, including the full name, nationality, religion and date of birth.

That is the counter question.

Not "is this a good school." "Does this name match."

The mistake we see most: Attesting last year's report cards and leaving the transfer certificate as a PDF on a laptop. KHDA's portal wants the transfer certificate uploaded. Report cards do not replace it at Grade 2 and above, and predicted grades are refused on their face.

The other regular failures: a laminated original (MOFAIC will not touch it), a certificate still in French or Malayalam with no legal translation, unpaid tuition at the old Dubai school so the leaving certificate never issues, and a family that treats the one-year Emirates ID exception as a reason to delay the visa.

Switching between UAE schools does not require an entrance test under MoE rules. Article 16 of Ministerial Decree 820 of 2014 is the reference the government portal cites. Individual schools may still set their own assessments. A "no test" rule is not a "no documents" rule.
