What is an MOE equivalency certificate and who needs one?

It is a UAE Ministry of Education document confirming that a foreign qualification is equivalent to a UAE one at a stated level. Government employers, professional licensing bodies, universities admitting you to further study and certain visa categories require it. Attestation alone does not replace it.

What is the difference between attestation and equivalency?

Attestation answers "is this document real?". Equivalency answers "what is this qualification worth in the UAE?". They are issued by different bodies for different purposes, and one does not imply the other.

A degree can be perfectly attested and still fail equivalency, usually because the institution is not recognised or the programme does not meet the required contact hours.

Who actually asks for an equivalency certificate?

Government and semi-government employers routinely. Professional licensing bodies in healthcare, engineering, education and law. Universities admitting you to a postgraduate programme. And certain visa categories where a qualification is part of the eligibility test.

Private-sector employers often do not, which is why many residents go years without needing one and then need it urgently.

What gets an equivalency application refused?

An unrecognised institution. A programme shorter than the UAE equivalent. A study mode the ministry does not accept for that qualification. Missing transcripts. And attestation that stops short of MOFAIC.

Distance learning deserves its own note. It is not refused outright, but it is assessed against specific criteria, and the criteria are stricter than most applicants expect.

What if you cannot get your transcripts?

It is the most common practical obstacle, especially for degrees more than a decade old or from an institution that has since merged or closed. Universities will normally reissue transcripts on request, but the request has to come from you and it can take weeks.

Start it before the rest of the application, not alongside it.

The mistake we see most: Applying for equivalency with the certificate attested but not the transcripts. Both usually need the full chain, and discovering that after the certificate has already travelled through three countries means starting the slow part again for a second document. Attest them together.
MSM tip: Check whether the body asking for your degree actually needs equivalency or only attestation. They are different costs and different timelines, and a fair number of employers ask for "equivalency" when what they need is an attested certificate.
