What is MOFA attestation and when do you need it?

MOFA attestation is the UAE Ministry of Foreign Affairs stamp confirming that a document is genuine and properly legalised. A foreign document needs it as the final step, after the issuing country and the UAE embassy there. A UAE document going abroad needs it first, before the destination country's embassy here.

What order does the attestation chain run in?

For a document issued abroad and used in the UAE: the issuing authority or a notary in that country, then that country's foreign ministry, then the UAE embassy or consulate there, then MOFAIC here. Four links, in that order, every time.

For a UAE-issued document going abroad the chain runs the other way: the issuing UAE authority, then MOFAIC, then the destination country's embassy or consulate in the UAE.

  • Incoming: notary or issuer → foreign ministry → UAE embassy abroad → MOFAIC
  • Outgoing: UAE issuer → MOFAIC → destination embassy in the UAE
  • A missing middle link means refusal, not a shortcut
  • Each link is a separate fee and a separate turnaround

Why do documents get rejected at MOFAIC?

Rarely because the document is fake. Almost always because a link is missing, a stamp is illegible, the name spelling differs from the passport, or the document is a copy where an original was required.

The one we see most often is a degree attested by the issuing university and the country's foreign ministry, but never taken to the UAE embassy in that country. People assume MOFAIC can do both. It cannot.

Do you need the document translated as well?

It depends on who is receiving it. Courts, government departments and many employers require Arabic. Attestation and translation are separate steps, and the order matters: the translation is normally done after the document is fully attested, so the translator can certify the attested version.

Translate first and you may be paying to translate a document you will have to translate again.

  • The translation itself may need attestation for some receiving bodies
  • Keep the original and translation together as one bundle

How long does MOFA attestation take?

The MOFAIC step itself is usually quick where the chain is complete. The chain is what takes time, and the slowest link is almost always the UAE embassy in the issuing country.

Plan the whole route before you start. A document needed in three weeks and a chain that starts in another country is a difficult combination.

The mistake we see most: Bringing a degree that has been attested by the issuing country's foreign ministry but never taken to the UAE embassy in that country. MOFAIC cannot substitute for that link. If you have already left the country that issued the document, completing it afterwards means appointing someone there or using an approved agent, and it is far slower than doing it before you flew.
MSM tip: Before you leave any country where you studied or married, get the document attested up to and including the UAE embassy there. It costs a fraction of what it costs to arrange the same step remotely two years later.

Existing attestation stamps intact and legible
Passport copy of the document holder
Emirates ID, where the holder is a UAE resident
The name spelling as it appears in the passport
Details of the receiving body and what they require
Destination country, for outgoing documents

If the name on the document differs from the passport, even by a middle name or a transliteration, flag it before submission. It is resolvable with supporting evidence, and unresolvable at the counter.

Frequently Asked Questions

What does MOFA attestation actually confirm?
That the preceding stamps on the document are genuine and the document has been properly legalised. It is a verification of the chain, not an endorsement of the qualification or an acceptance by any UAE employer or authority.
Can MOFAIC attest a document that has not been to the UAE embassy abroad?
No. For a document issued outside the UAE, attestation by the UAE embassy or consulate in the issuing country is a prerequisite. MOFAIC cannot substitute for that step.
Do I need the document translated into Arabic?
It depends on the receiving body. Courts and most government departments require Arabic, by a translator licensed by the UAE Ministry of Justice. Translation is normally done after attestation, so the translator certifies the attested version.
How long does MOFA attestation take in Dubai?

Can I attest a photocopy?
Generally no. Attestation is performed on originals, or on copies certified by the issuing authority itself. A plain photocopy is refused.
Is MOFA attestation the same as an apostille?
No, and the UAE does not issue apostilles at all, because it is not a party to the Hague Apostille Convention. UAE documents are legalised through the consular route instead.
