What is Grade 12 equivalency in the UAE?

It is a Ministry of Education decision that a secondary school certificate earned outside the UAE is equivalent to the UAE secondary certificate. It is normally required for university admission here, and the certificate must be attested in the issuing country and by the UAE Ministry of Foreign Affairs first.

Who actually needs it?

Students applying to universities and colleges in the UAE, in most cases. Employers rarely ask for a school certificate equivalency, so if a company has requested "equivalency" they usually mean the degree.

It also comes up when a student transfers into a UAE school partway through secondary education, where the receiving school needs the previous years recognised.

How does curriculum affect the outcome?

Every major curriculum reaches the end of secondary education by a different route, and the ministry assesses each on its own structure. A CBSE certificate, an IGCSE and A-level combination, an American high school diploma and an IB diploma are not interchangeable documents.

What matters is subjects taken, years completed and the awarding board, which is why the transcript is as important as the certificate.

What does the attestation chain look like for a school certificate?

The same shape as any foreign document. The issuing education authority or board attests, the country's foreign ministry follows, the UAE mission there legalises, and the UAE Ministry of Foreign Affairs attests on arrival.

When should you start?

Earlier than feels necessary. Results arrive in summer, admissions close soon after, and the attestation chain runs through offices in another country that are not thinking about your term dates.

The mistake we see most: Attesting the certificate but not the transcript. The ministry assesses subjects and years, and a certificate alone often does not show them. The file goes back, the transcript then has to travel the entire chain on its own, and the student misses the intake.
MSM tip: Get two attested sets if the student is applying to more than one university. Institutions frequently want to keep the attested original, and running the chain twice costs far more than doing it once in parallel.
