How do you get a Pakistani degree recognised in the UAE?

The degree is attested in Pakistan, including by the Higher Education Commission where it applies, then legalised by the UAE mission there and attested by the UAE Ministry of Foreign Affairs. The Ministry of Education then assesses it for equivalency, looking at the awarding institution, the programme length and how it was studied.

Why does programme duration matter so much?

Because equivalency is a comparison, and the thing being compared is the amount of study behind the award. Pakistani higher education has historically issued bachelor's degrees over two years as well as four, and the two do not map to the same UAE level.

That is not a judgement about quality. It is arithmetic, and it is the single most common reason a Pakistani applicant gets a different outcome from the one they expected.

What has to be done in Pakistan first?

The awarding university attests, the Higher Education Commission attests where the qualification falls within its remit, and the Ministry of Foreign Affairs in Pakistan attests after that. The UAE mission there then legalises the file.

Only once it reaches the UAE does the Ministry of Foreign Affairs here add its stamp, and only then can equivalency be applied for.

What if the applicant has already left Pakistan?

It becomes slower rather than impossible. Steps inside Pakistan can usually be handled by a relative holding an authority letter, but that letter has to be attested by the Ministry of Foreign Affairs in Pakistan to be accepted.

The mistake we see most: Assuming a master's degree cancels out a short bachelor's. The ministry looks at the whole path, not just the highest certificate, so a postgraduate award built on a two-year bachelor's is assessed on that footing.
