How do you get a document attested at the Pakistan Consulate in Dubai?

Most documents must be attested by the Ministry of Foreign Affairs in Pakistan first. The Consulate General of Pakistan in Dubai then attests them at its counter, which issues tokens in the morning only. The holder attends with originals, or a blood relative attends with an authority letter attested by MoFA Pakistan.

What has to happen in Pakistan before the Dubai counter?

A Pakistani document is not attested from scratch in Dubai. It is countersigned here on the strength of stamps it already carries, and the one the consulate looks for is the Ministry of Foreign Affairs of Pakistan.

MoFA Pakistan attests in Islamabad and at camp offices in the provincial capitals. Before that, the relevant department signs off — a university degree needs its board or HEC step first, a police character certificate its issuing authority.

What does the consulate charge?

The consulate publishes a per-document fee list, and the amounts are modest. A university degree or a power of attorney is AED 40. A secondary school certificate is AED 20, a higher secondary certificate AED 40. A police character certificate is AED 20 to attest, or AED 60 where the consulate issues it.

Cash and card are both accepted at the counter. Photocopy and typing facilities are available on the premises, which saves a trip when a copy is missing.

Who has to attend in person?

The document holder, in most cases, with the originals. The consulate does allow a blood relative to attend instead, but only with an authority letter that has itself been attested by the Ministry of Foreign Affairs in Pakistan.

That second condition catches people out. An authority letter written and signed in Dubai does not satisfy it.

  • Photocopies of both the certificate and the passport are required

What about a UAE document going to Pakistan?

That runs the other way. A birth certificate issued in Dubai, or a power of attorney executed here, is attested by the UAE Ministry of Foreign Affairs first — AED 150 for a personal document — and the Pakistan Consulate countersigns afterwards.

Same counter, opposite order. Getting the sequence wrong is the most common reason a file comes back untouched.

The mistake we see most: Turning up at midday. Tokens stop at 1:00pm Monday to Thursday and at 11:00am on Friday, and a token is not the same as being served — the queue closes before the counter does. People take a morning off work, arrive at 12:30, and go home with the documents they came with.
MSM tip: If the holder is in Pakistan and cannot attend, get the authority letter attested by MoFA Pakistan while they are still there. Doing it after they leave means couriering the letter back to Pakistan and waiting on it — usually longer than the attestation itself.

The authority letter is what most often causes a delay. It has to be attested by the Ministry of Foreign Affairs in Pakistan, not simply signed — and a letter drafted in Dubai will not do. Sort it out before the holder leaves Pakistan if you can.
