Is a Philippine apostille accepted in the UAE?

No. The UAE is not a contracting party to the Hague Apostille Convention, so an apostille issued by the Philippine DFA does not by itself make a document usable here. Philippine documents need the consular legalisation route instead, ending with UAE Ministry of Foreign Affairs attestation.

Why does an apostille not work for the UAE?

An apostille is a single certificate that replaces a chain of legalisations, and it only works between countries that have both joined the Hague Apostille Convention. The Philippines joined. The UAE has not.

So a PSA birth certificate carrying a DFA apostille is a perfectly valid document — in Spain, or Japan, or any of the other contracting states. Presented to a UAE authority, it is missing the legalisation the UAE actually asks for.

What does the Philippine Consulate in Dubai handle?

It notarises and consularises documents executed in the UAE for use in the Philippines — special powers of attorney, affidavits, deeds of sale, parental consent for a minor travelling. The UAE Ministry of Foreign Affairs stamp comes first where the document was issued by a UAE authority.

The consulate is firm about authenticity. It states that spurious or tampered documents are seized on determination by the consular officer, and that holders and fixers are prosecuted.

How does the remote consularisation booking work?

Documents are registered and submitted online first. The date chosen at registration is the online submission date, not the appointment — the appointment is issued afterwards, once a consular officer has evaluated what was sent.

People routinely mistake the first date for the second, then arrive at the consulate on a day they have no slot.

What does a Philippine document need to be used in the UAE?

Start in the Philippines. A civil registry document comes from the PSA, an academic record from CHED or the school, and the DFA authenticates from there. The UAE Embassy in Manila then legalises it.

Once it reaches the UAE, the Ministry of Foreign Affairs adds the final stamp at AED 150 for a personal document. An Arabic translation is often required after that.

The mistake we see most: Paying for a DFA apostille on a PSA birth certificate because a website said it replaced the red ribbon. It did — for convention countries. The UAE is not one, so the apostille buys nothing here and the document still needs UAE mission legalisation from Manila. That correction usually has to be made from Dubai, with the document in the wrong country.
MSM tip: If a family member is still in the Philippines, get the DFA step and the UAE mission legalisation done while they are there. Every one of those steps is cheaper, faster and easier to fix from inside the country than from Dubai.

The item that most often causes a delay is a local civil registrar copy where the receiving authority wanted the PSA original. They look alike to most people and are not interchangeable. Check before couriering anything across.

Is a DFA apostille valid in the UAE?
No. An apostille only works between countries that have both joined the Hague Apostille Convention, and the UAE has not. A Philippine document for use here needs UAE mission legalisation from Manila and then UAE MOFA attestation.
What replaced the red ribbon?
The Philippine DFA moved to apostilles in 2019 for convention countries. For the UAE, neither the old red ribbon nor the new apostille is the answer on its own — the document takes the consular legalisation route.
Can the Dubai consulate attest my PSA birth certificate for a UAE visa?
No. That document was issued in the Philippines, so it is authenticated there and legalised by the UAE mission in Manila. The Dubai consulate handles documents going the other way.
How do I book consularisation?
Register and submit online first. The date you select is the submission date; the consulate issues the appointment after a consular officer evaluates the documents.
What does the UAE ministry charge?
AED 150 for a personal document and AED 2,000 for a commercial one. Courier service is quoted at three working days, or one on express.
Will I need an Arabic translation?
