Why does an apostille not work for the UAE?
An apostille is a single certificate that replaces a chain of legalisations, and it only works between countries that have both joined the Hague Apostille Convention. The Philippines joined. The UAE has not.
So a PSA birth certificate carrying a DFA apostille is a perfectly valid document — in Spain, or Japan, or any of the other contracting states. Presented to a UAE authority, it is missing the legalisation the UAE actually asks for.
