Why is attestation not enough on its own?
Because they answer different questions. An attested degree is a degree the UAE accepts as authentic. An equivalency certificate says what that degree counts as here, measured against a UAE qualification.
An employer in a regulated field, a university admitting you to a master's, or a licensing body will often want the second, and will not accept the first in its place.

- Equivalency decides the academic level it represents in the UAE
- Regulated professions and further study usually require equivalency
- The attestation chain has to be complete before equivalency is applied for
