What is an equivalency certificate for an Indian degree?

It is a Ministry of Education decision that your Indian qualification is equivalent to a UAE one. The degree must be attested through the Indian chain and by the UAE Ministry of Foreign Affairs first. The ministry then examines the institution's recognition, the duration of the programme and how it was studied.

Why is attestation not enough on its own?

Because they answer different questions. An attested degree is a degree the UAE accepts as authentic. An equivalency certificate says what that degree counts as here, measured against a UAE qualification.

An employer in a regulated field, a university admitting you to a master's, or a licensing body will often want the second, and will not accept the first in its place.

What does the ministry look at in an Indian qualification?

Recognition of the awarding university, the length of the programme, and the mode of study. Indian bachelor's degrees vary in duration by discipline, and a three-year programme is assessed differently from a four-year one.

Mode of study matters most. A degree earned through distance or correspondence study is examined more closely, and in some cases will not be treated as equivalent to a full-time award.

What has to be done in India before anything here?

The degree is authenticated in India first — by the state authority or the relevant education body, then by the Ministry of External Affairs, then legalised by the UAE mission there. Only after that does the UAE Ministry of Foreign Affairs attest it on this side.

What causes an equivalency application to fail?

Usually one of three things: the institution was not recognised in the relevant period, the mode of study was distance when the applicant believed it was regular, or the transcripts do not support the duration claimed on the certificate.

The first two are worth establishing before you spend anything, because neither is fixable afterwards.

The mistake we see most: Completing the whole attestation chain on a distance-learning degree, then discovering at the equivalency stage that the mode of study is the problem. The attestation was never wrong — it just was not the question being asked. Establish recognition and mode first, then spend on the chain.
MSM tip: Ask your university for a transcript that states the mode of study explicitly, not just the marks. Applications stall for weeks while that single line is chased, and it is far easier to obtain while you still have a contact there.

Do I need equivalency for a normal job in Dubai?
Often not. A standard private-sector employment visa usually needs an attested degree rather than an equivalency certificate. Regulated professions, licensing bodies, government roles and university admission are where equivalency is asked for.
Is a distance-learning Indian degree accepted?
It is examined more closely, and it is not automatically treated as equivalent to a full-time award. Establish the position before committing to the attestation chain.
Can I apply for equivalency before attestation?
