Certificate Attestation from India for the UAE

Every step that matters happens in India, before the document ever reaches you. By the time it lands in Dubai the work should be done, and if it is not, it goes back.

How do you attest an Indian certificate for the UAE?

The document is authenticated by the relevant state authority in India, then by the Ministry of External Affairs in New Delhi, then legalised by the UAE Embassy in New Delhi or Consulate in Mumbai. Once it reaches the UAE, the Ministry of Foreign Affairs attests it at AED 150 for a personal document.

Which state authority signs first?

It depends on the document. Educational certificates go through the education department or the relevant university and board; personal documents such as birth and marriage certificates go through the home department or general administration department of the issuing state.

Getting this wrong wastes the most time, because the Ministry of External Affairs will not attest a document the correct state body has not already signed.

  • Educational documents: education department or board route
  • Personal documents: home or general administration department
  • Commercial documents: chamber of commerce route
  • The state is the one that issued the document, not where you now live

Why does it have to start in India?

Because only the issuing country can vouch for its own paperwork. Nothing in Dubai substitutes for a state or MEA attestation, and a document that arrives without them has to travel back.

That single fact decides the timeline for family visas, job offers and university admissions that depend on it, which is why we ask about it before anything else.

  • No UAE authority can replace the Indian steps
  • A document arriving unattested has to return
  • Plan the India steps first, everything else second
  • A relative or agent there can usually handle it

What happens once it reaches the UAE?

The Ministry of Foreign Affairs attests it, at AED 150 for a personal document or AED 2,000 for a commercial one. Courier service is quoted at three working days, or one on express.

An Arabic translation usually follows, by a Ministry of Justice licensed translator, and it should be done after the stamps rather than before.

  • UAE MOFA attestation completes the chain
  • AED 150 personal, AED 2,000 commercial
  • Three working days by courier, or one express
  • Arabic translation after the stamps, not before

What goes wrong most often?

Name mismatches. Indian records expand initials, use a father name as a surname, or spell a name differently from the passport, and the inconsistency stops a file at whichever counter notices it first.

The second is sending a photocopy where an original was needed, which is discovered only after it has crossed a border.

  • Initials expanded on one document, abbreviated on another
  • Spelling differences against the passport
  • Photocopies sent where originals are required
  • The wrong state authority approached first

Which route does your document take in India?

State-level authority by document type

Birth certificateHome or GAD departmentMEA, UAE mission, UAE MOFA
Marriage certificateHome or GAD departmentMEA, UAE mission, UAE MOFA
Commercial invoiceChamber of commerceMEA, UAE mission, UAE MOFA
The mistake we see most: Couriering the certificate to Dubai first, on the assumption that attestation happens where the document will be used. It does not. The chain begins in the state that issued it, and a document already in the UAE has to be sent back — usually while a visa deadline is running.
MSM tip: Get two or three originals or certified copies attested in the same pass. Employers, universities and later visa renewals each want one, and running the whole India chain a second time costs far more than the extra copies.

What documents do you need?

What we need

The original certificate, with any stamps already on it
Passport copy of the document holder
Emirates ID, where the holder is a UAE resident
The state and year the document was issued
Details of who can act on your behalf in India
The authority in the UAE that asked for it

The detail that most often causes a delay is not knowing which state issued the document. The route is decided by the issuing state, not by where the family lives now.

QUESTIONS & ANSWERS

Frequently Asked Questions

Can I attest an Indian certificate in Dubai?
Only the final UAE step. The state authentication, MEA attestation and UAE mission legalisation all happen in India, and none of them can be replaced from here.
Which state authority do I need?
It depends on the document. Educational certificates go through the education route; birth and marriage certificates through the home or general administration department of the issuing state.
What does the UAE side cost?
AED 150 per personal document and AED 2,000 per commercial one at the Ministry of Foreign Affairs, plus courier.
Do I need to send the original?
Yes, in almost every case. Photocopies are refused, and finding that out after the document has crossed a border is expensive.
Can a relative handle the India steps?
Usually, with the right authorisation. We will tell you what they need before they start so nothing is attempted twice.
Will I need an Arabic translation?
Usually, once the document is presented to a UAE authority. Do it after the stamps are complete, through a Ministry of Justice licensed translator.
