Attestation for a Job Visa
Which certificates actually need attesting for a Dubai job visa, and which do not.
United States
American documents carry an extra complication nobody warns you about: the state that issued the certificate has to authenticate it before anyone in Washington will look at it.
Through a chain that starts in the state that issued it. The document is notarised where required, authenticated by that state's Secretary of State, then authenticated federally by the US Department of State, legalised by the UAE Embassy in Washington, and finally attested by the Ministry of Foreign Affairs in the UAE. An apostille alone does not work, because the UAE is not a Hague Convention member.
| Applies to | Degrees, transcripts, civil records, company documents |
|---|---|
| Step one | Notarisation, where the document requires it |
| Step two | Secretary of State of the issuing state |
| Step three | US Department of State |
| Step four | UAE Embassy in Washington, then ministry attestation here |
| Variable | State processing times differ widely |

American documents are issued under state authority, so a degree from a university in Texas is authenticated by Texas before anything federal happens. People assume Washington can handle it directly and lose weeks discovering otherwise.
Which state issued it therefore matters as much as what the document is.
US states do issue apostilles, and for most destinations that would be the end of it. Not for the UAE, which is not a party to the Hague Convention, verified against the Hague Conference status table on 8 September 2026.
So an American applicant who has been given an apostille has something useful and something incomplete.
Universities differ in what they will release and how. Some issue sealed transcripts that must not be opened, some will send documents directly to a third party, and some are slow in a way that no amount of urgency changes.
Start with the registrar before you start with us. That is genuinely the bottleneck.
The document travels; you do not. We coordinate the chain and complete the UAE end, and the practical constraint is courier time and the state office you are dealing with.
It is slower than the UK route on average, mostly because of the extra layer.
| Step | Who does it |
|---|---|
| Notarisation | A notary in the issuing state, where required |
| State authentication | That state's Secretary of State |
| Federal authentication | US Department of State |
| Consular legalisation | UAE Embassy in Washington |
| Final attestation | Ministry of Foreign Affairs, in the UAE |
| Apostille only | Not sufficient for the UAE |
The issuing state is the first thing we ask. It decides the route and it is the single biggest variable in how long this takes.
