Is an apostille enough for a Philippine document in the UAE?

No. The UAE is not a party to the Hague Apostille Convention, so a DFA apostille alone does not make a Philippine document usable here. The document needs authentication in the Philippines, legalisation by the UAE Embassy in Manila, and then UAE Ministry of Foreign Affairs attestation at AED 150 for a personal document.

Why does the apostille not work?

An apostille replaces a chain of legalisations, but only between two countries that have both joined the convention. The Philippines has. The UAE has not, so there is no shared framework for the shortcut to operate in.

A PSA birth certificate carrying an apostille is a perfectly valid document. It is simply missing the legalisation the UAE actually asks for.

Which copy of a civil document do you need?

The PSA original, on security paper, rather than a copy from the local civil registrar. They look similar to most people and are not interchangeable, and the wrong one is discovered after it has crossed an ocean.

For academic records the equivalent is the school or CHED-issued original rather than a photocopy certified locally.

What has to happen before it leaves Manila?

DFA authentication, then legalisation by the UAE Embassy in Manila. Both happen in the Philippines and neither can be replaced from Dubai.

A family member there can normally handle it, and it is far cheaper and faster than trying to run it remotely after the fact.

An Arabic translation follows where the receiving authority requires it, done after the stamps.

The mistake we see most: Paying for a DFA apostille because a website said it replaced the red ribbon. It did — for convention countries. The UAE is not one, so the apostille buys nothing here and the document still needs UAE Embassy legalisation from Manila. Correcting it from Dubai, with the document in the wrong country, is the expensive part.
MSM tip: Order two or three PSA copies at once and run them through the chain together. A second request from Dubai months later means a relative queuing again, and PSA originals are needed more often than people expect.

Is a DFA apostille valid in the UAE?
No. The UAE has not joined the Apostille Convention, so the shortcut does not apply. The document needs UAE Embassy legalisation in Manila and then UAE MOFA attestation.
Do I need a PSA copy?
For civil registry documents, yes. Local civil registrar copies are commonly refused, and the two look similar enough that people send the wrong one.
Can my family in Manila handle the steps?
Usually, and it is far cheaper than attempting it remotely. We will tell them exactly what is needed before they start.
What does the UAE step cost?
AED 150 per personal document and AED 2,000 per commercial one at the Ministry of Foreign Affairs.
I already paid for an apostille. Is it wasted?
For UAE use it does not substitute for the legalisation chain. The document still needs the UAE Embassy step, which usually has to be arranged from the Philippines.
Will I need an Arabic translation?
Usually, once presented to a UAE authority, by a Ministry of Justice licensed translator and after the stamps are complete.
