Chamber of Commerce Attestation in Dubai

Personal documents and commercial documents take different routes. Send an invoice down the degree-certificate path and it comes back, having cost you a shipment.

What is Chamber of Commerce attestation and when do you need it?

It is the step where a chamber of commerce certifies a commercial document before it goes on for further legalisation. Certificates of origin, commercial invoices, distributor agreements and company documents heading abroad generally start there rather than at a ministry. The order matters: a document taken to the ministry first is usually sent back, and for an exporter that is a shipment sitting still.

Two routes, and the one exporters take

A degree certificate is legalised through a chain that starts with education authorities. A commercial invoice is not. It starts with the chamber, which certifies that the document is what a real trading company says it is, and then moves on.

Businesses new to exporting frequently discover this by trying the wrong route first.

  • Personal documents: education and civil authorities first
  • Commercial documents: chamber first
  • The routes do not substitute for one another
  • Getting it wrong costs a return trip, not just a fee

The documents that come through here

Certificates of origin above all, because customs authorities at the far end want to know where goods were made. Then commercial invoices, packing lists, distributor and agency agreements, and company documents where a foreign partner or tender requires them.

What each destination wants differs, which is why we ask where it is going before we start.

  • Certificate of origin, the most common by far
  • Commercial invoices and packing lists
  • Distributor and agency agreements
  • Company documents for tenders and partners

The destination sets the requirements

A shipment to one country may need the chamber step and nothing more; another wants ministry legalisation and its own consulate on top. Building the full chain when only the first step was needed wastes money, and stopping short wastes the shipment.

Tell us the destination first. It is the question that shapes everything else.

  • Requirements vary by destination country
  • Some need only the chamber step
  • Others want ministry and consulate legalisation too
  • Confirm the requirement before starting the chain

Working to a shipping date

This is the difference between commercial and personal attestation. Nobody's degree certificate has a vessel waiting for it. Commercial documents almost always have a date attached, and the chain has to be planned backwards from it.

Give us the shipping date at the start rather than the document list.

  • Plan backwards from the shipping or tender date
  • Consulate steps add days that are not negotiable
  • Public holidays at either end matter
  • Repeat exporters should build a standing process

How we handle commercial attestation

  1. Confirm the destinationIt sets the whole chain.
  2. Check the documentsCorrect form before certification.
  3. Chamber certificationThe first step, done first.
  4. Ministry legalisationWhere the destination requires it.
  5. Consulate stepWhere required, with its own timeline.
  6. Return to youIn time for the shipping date.

Which route does your document take?

Document and route
DocumentRoute
Certificate of originChamber first, then as destination requires
Commercial invoiceChamber first
Distributor agreementChamber, usually then ministry
Trade licence for a foreign tenderChamber, then ministry and consulate
Degree certificateNot this route; see certificate attestation
Marriage or birth certificateNot this route; personal document chain
The mistake we see most: Taking commercial documents straight to the ministry because that is where a colleague took their degree certificate. They are turned away, and by the time the chamber step is done the shipping date has moved.
MSM tip: If you export to the same markets repeatedly, ask us to write down the exact chain for each destination once. Exporters lose more time to rediscovering the sequence every quarter than to any single step in it.

What documents do you need?

What we need

The commercial documents themselves
The destination country
Your trade licence
Any requirement letter from the buyer or consignee
Your shipping or tender date
Whether you have legalised for this destination before

Lead with the destination country and the date. The document list matters less than those two, because they decide how long the chain is.

QUESTIONS & ANSWERS

Frequently Asked Questions

What is Chamber of Commerce attestation for?
Certifying commercial documents, most often certificates of origin and invoices, before they go on for further legalisation. It is the first step for export paperwork.
Is it the same as MoFA attestation?
No. The chamber step normally comes first for commercial documents; ministry legalisation follows where the destination requires it.
Can I take my invoice straight to the ministry?
Generally not. Commercial documents are usually turned away without the chamber step first, which is the delay we are most often asked to fix.
Which documents need this?
Certificates of origin above all, plus commercial invoices, packing lists, distributor agreements and company documents for foreign tenders.
Does every destination need the full chain?
No. Some need only the chamber step, others want ministry and consulate legalisation on top. The destination decides.
My shipment leaves next week. Is that enough time?
Sometimes, depending on the destination and how many steps it needs. Tell us the date first and we will tell you honestly.

Exporting from Dubai?
