The application rests on professional licensure with a UAE health authority, the specialty practised, qualifications and experience. The degree normally needs attestation and often Ministry of Education equivalency.

What does the licence prove that a degree does not?

That a UAE regulator has already assessed you and permitted you to practise here. That is a stronger signal than a foreign qualification on its own, because it means the verification work has been done by a body the authorities recognise.

An applicant with a current licence in a recognised specialty is starting from a much better position than one presenting only a degree.

Does the medical degree need equivalency?

Often, yes. Equivalency states what a foreign qualification counts as in the UAE, and a skill-based nomination is assessed against a level. Getting it settled before the nomination removes an argument rather than creating one.
