Golden Visa on Off-Plan Property in Dubai

Off-plan buyers are told at the sales desk that the purchase comes with a golden visa. Sometimes it does. What matters is what is registered, and when.

Can you get a golden visa on off-plan property in Dubai?

It is assessed rather than automatically excluded. What matters is the registration position and how much of the purchase price has actually been paid, not the headline price on the contract. An off-plan unit registered with the Dubai Land Department under an Oqood is in a different position from one where only a reservation form exists. The deed or registration document is read before anything is filed.

What the developer told you, and what the file shows

Sales teams talk about the golden visa as though it comes bundled with the unit. In fairness it often does, eventually. The gap is timing: eligibility is assessed on what is registered and paid now, and a purchase signed last month with ten per cent down is not the same case as one three years into a payment plan.

We read the registration document and tell you which of those you are.

  • The registered position governs, not the sales brochure
  • Amount paid to date is assessed
  • Payment plan stage matters
  • Timing is usually the issue, not the property

The Oqood, and why it matters

Off-plan sales in Dubai are recorded with the Dubai Land Department through an interim registration, commonly called an Oqood, before the title deed exists. That registration is what makes you a recorded owner in the eyes of an authority rather than a party to a private contract.

If it has not been done, that is the first thing to fix. It is the developer's job and they do not always hurry.

  • Interim registration precedes the title deed
  • It records you with the Dubai Land Department
  • A private sale contract does not replace it
  • Chase the developer if it is missing

When to apply, and when to wait

There is a real cost to applying early and being refused, beyond the fee. It is far better to be told to come back in eight months than to have a refusal sitting on your record.

We will tell you to wait when waiting is right. It is not what everyone wants to hear.

  • Applying before the position supports it wastes the application
  • A short wait often changes the answer entirely
  • Handover or a further payment can tip it
  • Better a delayed application than a refused one

Multiple units and combined value

Investors holding several smaller units ask whether they add up. It is a fair question and the answer depends on how the holdings are structured and registered rather than on simple arithmetic.

Send us all of them. Assessing one unit in isolation can give exactly the wrong answer.

  • Structure and registration decide, not arithmetic alone
  • Send every unit you hold, not the largest one
  • Mixed off-plan and completed holdings are assessed together
  • Ownership shares matter as much as values

How we assess an off-plan case

  1. Send the registrationOqood or interim registration, plus the sale contract.
  2. Confirm what is paidStatement or receipts showing the position to date.
  3. Read it against the thresholdThe current published position, not an old figure.
  4. Tell you plainlyApply now, or the point at which it becomes worth applying.
  5. Prepare the fileWhere the position supports it.

Off-plan position and likely outcome

Assessment by stage
Your positionLikely outcome
Registered with DLD, substantial payment madeWorth assessing now
Registered, early in the payment planOften too early; revisit at a milestone
Reservation form only, no registrationRegister first
Handover received, title deed issuedAssessed as a completed property
Several small units heldSend all of them; structure decides
The mistake we see most: Signing an off-plan purchase specifically to obtain a golden visa without checking the registration and payment position first. The visa is not attached to the contract, and buyers discover the gap months after the deposit has gone.
MSM tip: Ask the developer for the Oqood registration in writing at the point of purchase, not at handover. Chasing it two years later, when the sales agent who sold you the unit has left, is a genuinely difficult errand.

What documents do you need?

What we need

Oqood or interim registration document
Sale and purchase agreement
Payment receipts or a developer statement of account
Passport copy and current UAE visa if you hold one
Details of any other property you own in the UAE
Whether the unit is held solely, jointly or through a company

The registration document and the payment position answer this together. One without the other leaves the question open.

QUESTIONS & ANSWERS

Frequently Asked Questions

Does off-plan property qualify for a golden visa?
It is assessed rather than excluded. The registered position and the amount paid decide it, not the headline contract price.
What is an Oqood?
The interim registration of an off-plan sale with the Dubai Land Department, made before a title deed exists. It is what records you as an owner with an authority.
My developer says the visa is included. Is it?
Often eventually, rarely immediately. The sales position and the registered position are different things, and only the second one is assessed.
Can I combine several off-plan units?
Possibly, depending on how they are held and registered. Send all of them rather than the largest, because assessing one in isolation can mislead.
Should I apply now or wait?
If the position does not yet support it, wait. A refusal costs more than a delay, and a payment milestone often changes the answer.
What happens after handover?
The unit is assessed as completed property on the title deed instead of the interim registration, which is usually a stronger position.
