The Golden Visa has a publicity problem. Every month brings a headline about a new category, and most of those headlines describe an emirate-level nomination programme rather than a change to the federal rules.

So this article separates three things: what ICP publishes, what Dubai publishes, and what has been announced by somebody else entirely.

The federal categories ICP actually publishes

These are the categories on ICP's Golden Residency page, with the evidence each one requires.

Most talent routes are nomination-based: a ministry or council recommends, ICP issues.

The property route, and why two authorities disagree

This is the single biggest factual trap on the topic, and anyone giving you a flat answer has not checked.

For a Dubai property file, the GDRFA and DLD position is the operative one, and it is more generous: mortgaged property accepted, ten years rather than five. The trade-off is the lien. GDRFA places a lien to ensure continuity of ownership, and states the property "may not be disposed of throughout the 10-year residency period."

On off-plan, be careful. Only MOFA's 2022 summary of the executive regulations says off-plan from approved developers qualifies. ICP's current page does not mention it, nor does GDRFA's, nor does DLD's. Separately, GDRFA's non-golden property visa card states the property must be "entirely constructed" and habitable, which is a strong signal about how Dubai operates in practice.

Confirm off-plan before you buy: If a developer is selling you an off-plan unit on the basis that it delivers a Golden Visa, get that confirmed by GDRFA or DLD in writing before you sign. The provision exists in the 2022 regulations. It is not stated on any current Dubai service card.

What Dubai does differently

GDRFA Dubai's golden residency menu lists six routes: Talented Geniuses, Investors, Entrepreneurs, Specialized Scientists, Top Students and Graduates, and Pioneers of Humanitarian Work. Several use different thresholds from ICP's.

Entrepreneurs. Dubai does not use AED 500,000. It requires a pioneering project registered with the Ministry of Economy with annual income of AED 1 million; or income of AED 2 million for incubator or ministry projects; or a project sold for no less than AED 7 million. Nomination comes from the Dubai Future Foundation, and final approval is subject to evaluation by the General Directorate. Ten years.

Specialised scientists. Recommendation from the Emirates Council of Scholars, plus a PhD from a top-500 university or a Master's from a top-250 university on the Ministry of Education approved rankings, plus a field-weighted citation impact of 1.0 or above and an h-index of 10 or above. Applicants with a Scopus h-index of 20 or above are exempt from those metrics.

Outstanding students. Secondary at 95% or above. UAE university GPA of 3.5 for Classification A or 3.8 for Classification B. An international university must be top 100 worldwide with a GPA of 3.5. Graduated within two years. GDRFA states this is "valid for 10 years and is non-extendable."

On the scientific award: ICP says only "a Scientific Excellence Award". You will see the Mohammed Bin Rashid Medal for Scientific Excellence named specifically in articles. Neither ICP's nor GDRFA's page names it, so do not build an application around that assumption.

Skilled professionals: the route people miss

A distinct route that is not itemised on ICP's landing page and is therefore missed by almost everyone who would qualify for it.

The requirements: a minimum monthly salary of AED 30,000, a bachelor's degree minimum, MoHRE occupational level 1 (Managers and Business Executives) or level 2 (Professionals), a UAE-approved employment contract, and a valid UAE practising licence where the profession requires one, such as physician, pharmacist or teacher. Ten years.

Submission runs through the Abu Dhabi Residents Office via TAMM, or through ICP. MOFA's 2022 summary of the executive regulations corroborates it: occupational classification levels 1 to 2, monthly salary of at least AED 30,000.

If you are a salaried professional earning between AED 30,000 and AED 50,000, this is your route, not the executive director one. Worth ten minutes with the ICP eligibility checker.

Categories you have read about that are not federal categories

These are all real. None of them is a federal ICP category, and the distinction matters because it changes who nominates you.

What is genuinely nomination-based across the whole system: doctors are nominated by the Ministry of Health, inventors by the Ministry of Economy, creatives by the Ministry of Culture and Youth, scientists by the UAE Council for Scientists, athletes by the General Sports Authority. At emirate level, the Dubai Future Foundation nominates entrepreneurs and the Abu Dhabi Residents Office runs its own routes.

The AED 100,000 "lifetime visa" that never existed

In July 2025 an India-based consultancy marketed a "nomination-based" lifetime UAE golden visa for AED 100,000, roughly ₹23 lakh, to Indian nationals. It went viral.

ICP responded on 8 July 2025 through WAM, calling the reports "false rumours circulating in the local and international media and websites" and stating that "these claims have no legal basis and were made without referring to the competent authorities in the UAE."

ICP added the sentence worth memorising: "All golden visa requests must be submitted only through official government channels inside the country and there is no internal or external consultancy entity that has the authority to process the golden visa."

The company subsequently apologised, conceding that "lifetime visa" and a fixed AED 100,000 fee were miscommunicated and not aligned with official UAE immigration frameworks. VFS Global separately denied any involvement.

Three things do not exist: a lifetime golden visa, a nationality-specific golden visa, and a fee-for-nomination route. If any of the three appears in a pitch, that is the whole answer.

What a Golden Visa actually gives you

  • No sponsor required. Confirmed by both ICP and the government portal.
  • Family sponsorship. Spouse and children regardless of age, per the 2022 regulation summary.
  • Domestic workers without numerical limits, per the same 2022 summary. Not restated on the current ICP or portal pages, so cite the regulation rather than either page.
  • Freedom to travel. The government portal describes the ability to stay outside the UAE beyond the usual six months needed to keep a residence visa valid. For contrast, an ordinary residence visa is nullified by 180 continuous days abroad.

How to work out which route is yours

  1. Run the ICP eligibility checker firstIt is free and it takes minutes. It will often surface a route you did not know applied to you, particularly the skilled professional one at AED 30,000.
  2. Match your evidence to a category, not the other way roundEvery route is defined by a specific document: an auditor letter, a ministry approval, a salary certificate, a property status certificate. If you cannot name the document, you have not found your route yet.
  3. If you are on the property route in Dubai, go through GDRFA or DLDTen years and mortgage acceptance are the Dubai position. Applying federally on the same facts can produce five years.
  4. If a nomination is involved, find the nominating bodyDubai Future Foundation for entrepreneurs, Ministry of Culture and Youth for creatives, the relevant council for scientists and athletes. No consultancy can nominate you.
  5. Get foreign documents attested before you applyDegrees and certificates issued abroad need the full chain. It is the longest lead time in most applications. See certificate attestation for the UAE.
