Most family visa files stall on one document, and it is usually this one. Not because attestation is complicated, but because it happens in another country, in a fixed order, with two of the steps outside anyone's control.
Start it first. That is the whole lesson, and the rest of this article explains why.
Why the marriage certificate holds the file up
GDRFA Dubai's document list for family sponsorship names a certified marriage contract. For a marriage registered in the UAE that is straightforward. For one registered abroad, the certificate has to be made usable here first.
The rest of the file moves quickly by comparison. A salary certificate is issued in a day. An Ejari is registered in hours. A medical fitness test turns around in 24 working hours. Attestation is measured in weeks.
So the critical path of a spouse visa is almost always the marriage certificate, and the practical consequence is that you should order the attestation before you have decided anything else.
The chain, in order
Dubai Courts, MOFAIC and the UAE Government portal all describe the same sequence for a foreign-issued document.
- Issuing registrar or notaryThe authority that registered the marriage certifies the certificate.
- Home-country designated authorityFor personal documents this is typically the Home Department or General Administration Department of the state or country.
- Home-country Ministry of Foreign AffairsOr the designated Apostille authority where that body handles the step.

Dubai Courts states the requirement almost verbatim for documents issued outside the UAE: attested by the foreign ministry of the respective country, the UAE embassy in that country, and then MOFAIC here.
On the Apostille question: the UAE is not among the 130 Contracting Parties listed on the HCCH status table dated 30 June 2026. Several UAE missions require an Apostille as the home-country foreign-ministry step and then legalise on top of it. It is a prerequisite, never a substitute. India, Pakistan, Philippines, UK
The pre-authentication authority differs by country, and getting it wrong is the most common single-step failure.

Two country-specific notes worth having.
India. Personal documents go through the Home Department, not the Education Department. Certificates or affidavits notarised by an SDM must be counter-attested by the State Home Department. Since July 2012 the MEA does not accept documents from individuals at its counter; submission runs through authorised agencies across sixteen cities.
Pakistan. MOFA states it "will only attest the documents in Urdu/English", and personal appearance is mandatory for affidavits, with magistrate attestation compulsory.

Worth repeating because it reframes the whole timeline: the UAE step takes two hours. Everything that makes attestation slow happens before the document reaches Dubai.
Arabic translation: when it is also needed
Attestation makes a document genuine. It does not make it readable to a UAE authority that works in Arabic.
Where a marriage certificate is going to a court, a notary, or certain government departments, it also needs an Arabic translation by a translator licensed by the Ministry of Justice. That is a separate step and it comes after attestation, not before.
For a straightforward GDRFA spouse sponsorship, the requirement varies by case. Ask before you pay for a translation you may not need, and never pay for one before the attestation is complete, because a translation attached to an un-attested document has to be redone. What else the spouse visa file needs
So you can assemble the rest while the certificate travels:
- Salary evidence. The test is AED 4,000 a month, or AED 3,000 plus accommodation, per the government portal, ICP and GDRFA
- Attested tenancy contract plus the latest electricity and water bill
- Passport copies for sponsor and spouse
- Sponsor's Emirates ID, valid
- Medical fitness test for the spouse, who will be over 18
- No objection from the father if the sponsoring guarantor is the wife, per GDRFA

Where marriage certificates specifically fail
Five failures specific to marriage certificates.
Lamination. MOFAIC will not attest a laminated document. Marriage certificates get laminated by well-meaning relatives more than almost anything else.
Name spelling. The name on the certificate must match the passport. Marriage certificates frequently carry a maiden name, a differently transliterated name, or a name without a middle name that the passport has. Resolve this before the chain starts.
Religious certificate instead of a civil registration. A ceremony certificate from a church, temple or mosque is often not the registered civil document. Attestation runs on the government-registered certificate.
Photocopy instead of original. Attestation is applied to originals. A certified true copy is not universally interchangeable.
Wrong state department in India. Personal documents go through the Home Department. Routing a marriage certificate through the Education Department returns it unattested.
One further pattern worth naming, because it is specific to marriages and it is not obvious. Where the couple married in a third country, neither of their own, the chain runs through that country's authorities and the UAE mission there, not through either spouse's home country. A British and Indian couple married in Sri Lanka needs the Sri Lankan chain. People routinely start the wrong one, discover it three weeks in, and begin again.
Similarly, a marriage certificate reissued as a duplicate carries its own issue date. If the original attestation was done years ago on a certificate you have since replaced, the new document has not been attested, whatever the marriage date says.
Sequencing it properly
- Order the attestation before anything elseToday, if you are reading this and plan to sponsor a spouse this year. It is the only step measured in weeks.
- Get a fresh certified original, unlaminatedFrom the registering authority, not from the drawer.
