How do you make a power of attorney in Dubai for use in Pakistan?

The POA is drafted, signed before a UAE notary public, attested by the UAE Ministry of Foreign Affairs at AED 150, then attested at the Consulate General of Pakistan in Dubai, which charges AED 40 for a power of attorney. What is the order of steps?

Draft, notarise, ministry, consulate. Nothing can jump the queue, because each counter is verifying the signature the one before it applied.

The document is signed before a UAE notary public, at a court Notary Public Department or through the Ministry of Justice digital platform. The UAE Ministry of Foreign Affairs then attests, and the Pakistan Consulate attests last.

What does the consulate actually charge?

The consulate publishes AED 40 for a power of attorney, alongside AED 40 for a university degree and AED 20 for a secondary school certificate. Cash and card are both accepted at the counter, and there are photocopy and typing facilities on site.

It is a small fee attached to a narrow window. Tokens stop at 1:00pm from Monday to Thursday and at 11:00am on Friday.

How precisely does the POA need to be worded?

Very. A Pakistani property matter or an inheritance file turns on whether the document names the specific land, the specific account or the specific case, and whether the attorney is identified in a way that matches their CNIC.

Broad authority clauses are the usual cause of a document being questioned at the other end, long after the AED 40 has been paid.

What about a document coming the other way?

A POA executed in Pakistan for use in the UAE runs the opposite chain: attested by the Ministry of Foreign Affairs in Pakistan, then by the UAE mission there, then by UAE MOFA once it arrives.

People mix the two up regularly, and the wrong direction means a wasted courier and a fresh start.

The mistake we see most: Arriving at the consulate at midday with a perfect document. Tokens stop at 1:00pm Monday to Thursday and 11:00am on Friday, and the queue closes before the counter does. The AED 40 is the cheapest part of this job; the wasted morning is not.
MSM tip: Have the attorney in Pakistan send a photograph of their CNIC before we draft. Transliterated names differ between a Pakistani passport and a CNIC more often than people expect, and the mismatch is only discovered when the document is presented.

What does the Pakistan Consulate charge for a POA?
AED 40, published on its own attestation fee list. Cash and card are both accepted at the counter, and fees are set by the mission and can change.
When can I submit it?
Attestation tokens are issued Monday to Thursday from 7:00am to 1:00pm and Friday from 7:00am to 11:00am. Arriving late in the morning usually means coming back another day.
Does MOFA attestation come first?
Yes. The consulate is attesting the UAE ministry's stamp, so that stamp has to be on the document already. Personal documents are AED 150 at the ministry.
Can someone else sign the POA for me?
No. The grantor signs personally before the notary. A relative can be named as the attorney in Pakistan, but they cannot sign the grant itself.
Does it need to be in Urdu?
It is drafted in Arabic or bilingual Arabic and English for the UAE side. Where the receiving authority in Pakistan asks for Urdu, we arrange that translation as well.
How long is it valid?
A POA runs until it is revoked, or until any expiry written into it. If you want it limited, say so at drafting — an open-ended power over property is a real risk.
