How do you make a power of attorney in Dubai for use in India?

The POA is drafted in Arabic or bilingual form, signed before a UAE notary public, attested by the UAE Ministry of Foreign Affairs at AED 150, then legalised by the Indian consulate. In India it must still be stamped under the local stamp act, and for property matters usually registered, before anyone will act on it.

What has to happen in Dubai, and in what order?

The document is drafted first, because everything after it is just verification of what the draft says. It is signed in front of a notary public, either at a court Notary Public Department or through the Ministry of Justice digital platform, which allows submission and tracking remotely.

From there it is the standard chain: the UAE Ministry of Foreign Affairs attests the notary's signature, and the Indian consulate legalises the ministry's.

Why do Indian registrars reject a POA that Dubai accepted?

Because they are checking different things. The Dubai notary confirms that the person signing is who they say they are. The Indian sub-registrar checks whether the document actually authorises the specific act being attempted, on the specific property, in language the Indian statute recognises.

A POA that says "to manage my affairs in India" passes here and fails there.

What does India still require after it arrives?

Stamp duty, under the stamp act of the state where it will be used, and that rate is a state matter rather than a national one. For most property transactions the POA then has to be registered at the sub-registrar office with jurisdiction over the property.

Can it be done if the grantor cannot travel?

Often, yes. The Ministry of Justice operates an e-notary route, and public attestation can be submitted and tracked through the judicial platform rather than at a counter, which helps when the grantor is unwell or working long hours.

It does not remove the identity check. It moves it.

The mistake we see most: A general power of attorney sent to India to sell one flat. The registrar wants that flat identified and that power stated, and a broad "manage my affairs" clause does not do it. The document comes back, a new one is drafted, and the whole chain runs again — notary, ministry, consulate — usually six weeks after the sale should have closed.
MSM tip: Ask the person in India who will actually present the POA — the sub-registrar clerk, the bank manager, the advocate — what wording they need, before we draft. Two minutes on the phone at the start is worth more than any redrafting later.

The detail that most often causes a delay is the attorney's name. Indian records frequently expand initials or carry a father's name where the passport does not, and a mismatch between the POA and their identity documents stops the file at the registrar.

Can I make an Indian power of attorney in Dubai?
Yes. It is drafted and notarised here, attested by the UAE Ministry of Foreign Affairs, then legalised by the Indian consulate. India still requires stamp duty, and usually registration, once it arrives.
Does it have to be in Arabic?
The UAE notary works in Arabic, so the document is drafted in Arabic or in bilingual Arabic and English form. The English side is what your attorney in India will read.
