What are the two clocks, and why do they catch people out?
The first is the entry window. Once the visa is issued you have a set period in which to actually arrive in the UAE, and if you do not travel in that window the visa lapses unused.
The second is the stay itself. The 30 days start counting from the day you enter, not from the day the visa was issued. Someone who applies early, travels late and then counts from the issue date will get the maths wrong in the direction that costs money.
