Who can translate a document into Arabic for a UAE authority?

A translator licensed by the UAE Ministry of Justice. Government departments, courts and most authorities accept legal translations only from licensed translators, so an accurate translation from an unlicensed source is refused on the same grounds as an inaccurate one.

Why does the licence matter more than the accuracy?

Because the receiving authority is not in a position to assess accuracy. What it can verify is whether the translator is licensed, so the licence is the proxy for reliability and the thing that is actually checked at the counter.

This is why a bilingual colleague producing a perfect translation does not help. It is not a comment on their Arabic.

When should the translation be done?

After the attestation stamps are on the document, not before. Every stamp added afterwards is a stamp the translation does not mention, and a translation that does not match its original invites a query.

People translate early to feel organised, and it is the most common piece of wasted money in this whole process.

What makes a translation go wrong?

Names, mostly. A name transliterated one way on a passport and another in the translation creates a mismatch that follows the document through every subsequent step.
