Almost every step of a UAE residency file can now be done from a phone. One cannot.

Biometric capture is the reason service centres still exist, and it is also the step that most often desynchronises a family's applications, because the rules differ by age.

What biometrics means here

Two things are captured: a fingerprint and a signature. ICP's FAQ states it plainly: "The applicant must have a signature and fingerprint registered on the Emirates ID if they are over 15 years old."

Facial capture is part of the modern enrolment process at ICP centres. Claims that iris or retina scans are also taken appear only on secondary sites and not on any ICP page, so treat those as unconfirmed.

The data sits on your Emirates ID record. Once captured, it is held, which is why replacement of a lost card usually does not require re-enrolment.

It is worth understanding what this step is for, because it explains why it cannot be automated away. The Emirates ID is the single identity credential behind residency, banking, telecoms, health records and government services. Biometric enrolment is the moment the system binds a physical person to that record. Every other step in the process moves paper; this one establishes that the paper belongs to you.

That also explains the age rule. Below 15, a child's biometrics are neither stable enough nor legally necessary, and the record is held against the guardian's file. At 15 the person becomes independently identifiable in the system, which is why ICP built the Basmah 15 school programme around exactly that age.

Who has to attend

That 15-year threshold is the practical detail worth planning around. A family of four with two children under 15 needs two biometric appointments, not four. A family with a 16-year-old needs three.

Basmah 15 is worth knowing about if you have a teenager in school here: ICP captures ten fingerprints for students aged 15 and above, which can mean the step is already handled.

For an employer, the same threshold changes how you schedule an intake. A group of ten new hires is ten appointments; a group of ten hires bringing families of four is not forty. Count only the adults and any dependants aged 15 or above, and the number usually halves.

When in the process it happens

Biometrics sits inside the second 60-day window on a new residence file.

ICP's rules are that the holder must enter the UAE within the 60-day validity of the entry permit, then complete residence formalities within 60 days of entering. Medical fitness, Emirates ID application, biometrics and residence issuance all have to fit inside that second window.

The efficient order is: medical first, then biometrics. The DHA regular medical fitness service turns around in 24 working hours, so booking biometrics for the following morning stacks the two cleanly. Detail in the Dubai medical fitness test and the employment visa process.

MSM tip: Book the biometric appointment the same day the medical is booked, not after the medical results come back. Appointment availability is the constraint, and treating it as the last step is how a 60-day window turns into a fine.

Where to go in Dubai

ICP operates more than 40 Customer Happiness Centres across all seven emirates. Seven of them are in Dubai:

  • Al Barsha
  • Al Ghazal
  • Al Rashidiya
  • Al Nahda
  • Al Yalayis
  • Al Baraha
  • Hatta

Every ICP centre offers fingerprinting. Services across the network cover passports and citizenship, residence and visa services, and ID card services.

This is worth stating clearly because a lot of Dubai guidance implies the emirate is Amer-only. It is not. Amer and GDRFA handle residency and visas in Dubai. ICP handles Emirates ID and biometrics. Walking into an Amer centre for a fingerprint is a wasted morning. The full map is in Amer vs Tasheel vs typing centre.

What to bring

Bring the originals, not photographs of them.

  • Original passport
  • Entry permit or residence file reference
  • Emirates ID application number from the online submission or typing centre
  • Medical fitness confirmation where it forms part of the same file
  • The existing Emirates ID if this is a renewal

On presentation: hands need to be clean and dry for the fingerprint reader, which sounds trivial until a reader refuses three times. Henna on the fingertips can interfere with capture. Worth mentioning before a family appointment rather than after.

Two more practical points from files we have run. Heavily worn fingerprints, common in manual trades, sometimes need several attempts across different fingers, so allow extra time rather than booking the appointment tight against another commitment. And recent cuts or bandaging on a fingertip can force a re-attendance, so if someone has an injured hand, move the appointment rather than turning up hopeful.

For the signature capture, use the signature that appears on your passport. A signature that differs materially from the one on your travel document is a question you do not need to invite.

Renewals: do you go again?

Yes, if you are 15 or over.

ICP states that biometric procedures are required for those aged 15 and above at ICP service centres, including on renewal. The UAE Government portal confirms the same: individuals who have completed 15 years must complete fingerprint and signature procedures through ICP service centres during renewal.

So a two-year residence cycle means a biometric appointment roughly every two years for each adult in the household. That is the rhythm to plan around.

Where biometrics is generally not needed: a straightforward replacement of a lost or damaged card where no data has changed. ICP does list a separate line for replacement with a data update at AED 150 at its service centres, which implies attendance for that variant. Detail in lost Emirates ID replacement.

What we could not confirm

Two things we deliberately will not state as fact.

Iris and retina scanning. Mentioned on several blogs, not on any ICP page we could reach. Fingerprint and signature are the documented requirements.

Smartphone-based biometric submission. ICP demonstrated it at GITEX Global in 2022. Whether it is live in 2026 is not something we could confirm, and ICP's current service pages still direct biometric capture to service centres. If it goes live, this article becomes much shorter.

How to avoid a wasted trip

  1. Confirm ages before bookingOnly people 15 and over need an appointment. Booking slots for younger children wastes a slot and a morning.
  2. Go to an ICP centre, not an Amer centreAmer serves GDRFA for residency and visas. ICP handles Emirates ID and biometrics. In Dubai that means one of the seven ICP Customer Happiness Centres.
  3. Bring originalsPassport and existing Emirates ID if renewing. Photographs of documents are not accepted for identity verification.
  4. Check the application reference exists firstThe centre captures biometrics against a submitted application. Arriving before the application has been filed means being turned away.
  5. Book it early in the 60-day windowNot late. Appointment availability, not processing, is what causes files to miss the deadline.
  6. Stack it behind the medicalThe regular medical turns around in 24 working hours, so a next-morning biometric appointment keeps the file moving without a gap.
MSM tip: For a family intake, book every adult appointment at the same centre on the same morning. The capture itself takes minutes; the travel and the queue are the cost. Doing four people across three days is three mornings for the same work.

MSM books biometric appointments as part of the residency file and handles the medical, typing and submission around them. For executive or group intakes we also arrange VIP and on-site options. See VIP biometric services or typing and clearance.
