A decade ago every government transaction in Dubai meant a counter, a queue ticket and a printed form. Most of them no longer do, and the gap between what people believe still requires a visit and what actually does has become quite wide.

Here is the current position, with the two genuine exceptions named.

What UAE PASS actually is

The UAE Government portal describes it as "the first national digital identity and signature solution that enables users to identify themselves to service providers through a smartphone-based authentication."

ICP puts it more simply: "the first approved and unified national digital identity for all citizens, residents, and visitors."

It is operated jointly by Digital Dubai, the Telecommunications and Digital Government Regulatory Authority, and Abu Dhabi's Department of Government Enablement. Older material names the Abu Dhabi Digital Authority; DGE is the successor.

Scale: over 6,000 services, and not just government. Banks, exchange houses and telecoms use it too, which is why setting it up pays off well beyond visa paperwork.

Four features worth knowing:

  • Facial-recognition verification allowing account creation in under five minutes without visiting a government centre
  • A blockchain-powered digital document vault
  • A digital signature, plus verification of signatures on documents shared with you by others
  • Single sign-on, and profile and address updates

The digital signature is the underused one. It is legally usable for a great deal of UAE paperwork and it removes the print-sign-scan cycle entirely.

How to register

ICP publishes the flow:

  1. Scan your Emirates IDThe app reads the card to establish who you are.
  2. Verify contact details by OTPPhone and email.
  3. Create a PINThis is your day-to-day authentication.
  4. Facial recognition verificationThis is the step that replaces a centre visit. It is why registration can complete remotely.
  5. Set a digital signature passwordSeparate from the PIN, and used when you sign documents.

Support is on 600 561 111, 24/7.

One caveat. UAE PASS being mandatory for ICP smart services since 2022 is widely reported but we could not confirm it as a formal rule. What is verifiable is that ICP's own service pages state login is via UAE PASS, which amounts to the same thing in practice.

What DubaiNow covers

DubaiNow is Dubai's consolidated services app, and there is an interesting discrepancy in its own numbers.

Digital Dubai's website says "more than 250 government and private sector services from over 35 entities." The App Store listing, from the same publisher and updated within the past week, says "over 320 essential services from 50+ entities."

Both are first-party. The App Store listing is more recently maintained, so over 320 services from more than 50 entities is the figure to work from.

Services named in Digital Dubai's own app listing.

HealthAppointment management, prescription viewing, vaccination tracking

Single sign-on for DubaiNow is UAE PASS.

One thing DubaiNow does not do: Ejari registration. The official listing names title deed verification and the RERA rent calculator, but not Ejari. Ejari is a Dubai Land Department service, normally handled through Dubai REST. If a guide tells you to register Ejari on DubaiNow, it is wrong. See Ejari and the office requirement.

What ICP Smart Services covers

ICP's own channels are the portal at smartservices.icp.gov.ae and the UAE ICP app on iOS and Android. Support is 600 522 222.

What is confirmed as fully available: Emirates ID new issuance, renewal, and lost or damaged replacement, all through the website and app.

Service categories on the portal cover ID cards, passports, family data, residency permits, visas and establishments.

One structural point that catches people out. ICP processes visas for Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Dubai residency and visa work goes to GDRFA. ICP still handles Emirates ID and biometrics in Dubai, and runs seven centres there. Full map in Amer vs Tasheel vs typing centre.

What still needs you in person

Two exceptions, and ICP states both explicitly.

1. Biometrics and signature capture for anyone over 15. ICP's rule is that an applicant must have a signature and fingerprint registered on the Emirates ID if they are over 15, and biometric procedures are required at ICP service centres including on renewal. There is no remote route. This is the single step that keeps service centres busy. Detail in biometrics for UAE residency.

2. Urgent service. ICP's fee tables label it "available only at the Authority's service centres", at AED 150, and it requires in-person collection rather than courier delivery. Paying for speed means turning up.

Beyond those, most remaining in-person visits are habit rather than requirement.

There is a third category worth separating out: things that are technically online but where a person still helps. Complex residency files with an unusual history, applications where a previous permit was never cancelled, and anything involving a correction to existing government data all move faster with someone who knows which channel accepts what. That is not a technology limitation; it is a judgement one.

And a fourth: transactions that are online for the individual but not for the company. An employer submitting on behalf of staff works through establishment-linked channels rather than the consumer apps, which is a different set of logins and a different set of prerequisites. See establishment card and labour file.

Two exceptions to the online rule: biometrics over 15, and paying for urgent service.

What is coming

Digital Dubai has said more than 180 new services will be added to DubaiNow by the end of February 2027, under the Digital Shared Channels Initiative.

Named participating entities include RTA, Dubai Police, Ports Customs and Free Zone Corporation, the Dubai Health Authority, Dubai Health, Islamic Affairs and Charitable Activities, Dubai Culture, the Department of Finance, the Community Development Authority, and GDRFA Dubai.

That GDRFA line is the interesting one for anyone dealing with residency paperwork. More residency services on a consumer app means fewer Amer visits.

This is reported through news coverage rather than announced on a government page, so treat the count and the date as directional.

Getting the most out of it

  1. Register UAE PASS today, not when you need itFive minutes, facial recognition, no centre visit. It is the prerequisite for almost everything else on this page.
  2. Check your digital Emirates ID appearsOpen the ICP UAE app and confirm the electronic version is there. That is your fallback if the card is ever lost.
  3. Use the digital signatureIt removes the print-sign-scan cycle for a large share of UAE paperwork, and it is already in the app you just installed.
  4. Know which authority owns your transactionDubai residency goes to GDRFA. Emirates ID and biometrics go to ICP. Labour goes to MoHRE. Guessing wastes a morning.
  5. Do not pay for urgent unless you will collect itUrgent service is AED 150 and requires in-person collection. Standard delivers by courier at no delivery charge.
MSM tip: The most useful thing on this page is the last row of the online checklist. Everything except biometrics and urgent collection can be done remotely, which means for most families the only trip anyone needs to make in a whole visa cycle is one biometric appointment per person.

MSM works across DubaiNow, GDRFA digital platforms, ICP Smart Services and the counter channels, and files whichever way is fastest for your case. See typing and clearance or Amer and Tasheel services.
