Do you still need a no-objection certificate?
Generally not, for private-sector employees who end their contract properly. Federal Decree-Law No. 33 of 2021 reshaped this: serving the agreed notice and ending the relationship in line with the contract is what matters, rather than the outgoing employer's goodwill.
That said, an employment ban can still arise in defined circumstances, including where an employee leaves without notice. It is a narrower risk than it used to be, not a removed one.
