How do you renew a freelance permit in Dubai?

The permit is renewed with the issuing authority before it expires, usually annually. Where a residence visa is sponsored through the permit, the permit must be renewed first, because the visa depends on it. Health insurance and any activity changes are dealt with at the same time.

Why is the order permit-then-visa?

Because the permit is the sponsorship basis. If the permit has lapsed there is nothing sponsoring the residence visa, so renewing the visa first is not possible in any meaningful sense.
