What is a freelance permit in Dubai?

A freelance permit is a licence to work independently in your own name, in a named professional activity, without forming a company. It lets you sign contracts and issue legal invoices. It is separate from a residence visa: some permits come with visa eligibility attached, and some do not.

Do you need a freelance permit to work in Dubai?

If you are invoicing UAE clients in your own name, yes. Working without a licence for the activity you perform is not a grey area in the UAE, and the client bears risk too: a company paying an unlicensed supplier has an invoice it cannot properly account for.

If you are employed and your employer sponsors you, a side freelance permit is a separate question and usually needs a no-objection certificate.

Which freelance permit route is cheapest?

It depends on whether you need a visa, and that is the variable that moves the number most. A permit on its own is comparatively cheap. Add an establishment card and a residence visa and the total roughly changes character.

Free zone packages tend to bundle permit, establishment card and one visa allocation into a single price. Through the entity that issued your permit. The permit holder needs an establishment card, and against that card sits a visa allocation. The application then follows the ordinary residence sequence: entry permit, status change or entry on the permit, medical fitness test, Emirates ID biometrics, and stamping.

The step people miss is the establishment card. Without it there is nothing to attach a visa to, and buying a permit package that excludes it means going back and buying the card separately at the point you are already committed.

What is the Green Visa for self-employed people?

A five-year residence visa that does not need an employer or a national sponsor. For the self-employed and freelance category, the criteria set by the Federal Authority for Identity and Citizenship have been a freelance or self-employment permit from the Ministry of Human Resources and Emiratisation, a bachelor's degree or specialised diploma, and evidence of annual income from self-employment of around AED 360,000 for the two preceding years, or proof of financial solvency. Confirm the current thresholds with ICP before you plan around them.

It is a good target, not a starting point. Most freelancers begin on a one-year permit and a standard residence visa, then move across once the income history exists.

The mistake we see most: Buying the cheapest permit advertised, then discovering it carries no establishment card and no visa allocation. If you are relocating to Dubai, the permit is the small number in your budget and the visa is the large one. Compare total cost to residence, not permit headline price.

MSM tip: Ask for the activity list in writing before you pay. If your work spans two activities, say design and training, check whether the authority allows both on one permit, because adding a second activity later is an amendment with its own fee.

Degree attestation is the item that most often adds weeks. If your certificate has not been attested in the issuing country and by MOFAIC in the UAE, start that before the permit application, not after.

Does a freelance permit give me a residence visa?

Not on its own. The permit lets you work and invoice legally. A residence visa is applied for against an establishment card issued to the permit holder, and some permit packages exclude that card. Check before you buy.

Can I keep my job and freelance on the side?

Usually only with a no-objection certificate from your employer. Your residence visa is tied to your sponsor, and taking on outside paid work without their consent puts that sponsorship at risk.

Can I sponsor my family on a freelance visa?

Yes, once you hold a residence visa yourself and meet the income conditions GDRFA applies to sponsors. The permit alone is not enough; the residence visa and the salary or income evidence are what count.

How long does a freelance permit take?

The permit itself is often issued within a few working days once the activity and name are approved. The residence visa that follows takes longer, because it includes the medical fitness test, Emirates ID biometrics and stamping.

Do freelancers pay tax in the UAE?

There is no personal income tax. A freelancer carrying on business may still fall within corporate tax, and must register for VAT if taxable supplies pass AED 375,000. Both are turnover questions, not employment questions.

What happens if I want to add a second activity?

It is an amendment to the permit, with its own fee and approval. If you already know your work spans two areas, ask whether both can go on the permit at issue rather than adding one later.
