Which do you actually need?
If you are already resident here — on a spouse visa, a golden visa, or employed elsewhere with permission to freelance — the permit alone may be enough, and that is a much smaller undertaking.
If you have no residence basis, you need the permit and then the visa sponsored through it. That is two stages and the second depends on the first.
- Already resident: the permit may be sufficient
- No residence basis: permit then visa
- Employed elsewhere: check your contract permits it
- Spouse-sponsored: often the simplest case
