Why does the order matter?
Because each layer depends on the one above it. Dependants hang off the employee residence visa, and the residence visa hangs off the labour relationship. Unwind them out of order and you create orphaned records that take far longer to fix than doing it properly took in the first place.
People rushing to leave the country are exactly the people most likely to get this wrong.
