Professional Licence in Dubai

If you sell expertise rather than goods, the professional licence is usually the right mainland instrument, and it is cheaper to run than the LLC people default to.

What is a professional licence in Dubai?

It is a mainland licence for businesses providing services based on professional skill or intellectual work rather than trading goods: consultancy, engineering services, IT, design, education services, accounting and similar. It permits mainland clients and generally has a lower entry cost than a commercial trading LLC.

Which activities does it cover?

Work where what you sell is expertise: management consultancy, IT services, engineering consultancy, design, marketing services, accounting, education services, legal consultancy and similar.

What it does not cover is buying and selling goods. A consultancy that starts reselling hardware has outgrown the licence and needs to address it rather than hoping nobody notices.

  • Consultancy across most disciplines
  • IT, design and marketing services
  • Engineering and technical services
  • Not trading or reselling goods

How does it differ from an LLC in practice?

Lower entry cost, generally smaller premises requirements, and a different ownership treatment for some activities. Both allow mainland clients, which is the main thing people are buying.

The choice is usually decided by whether you will ever sell goods. If you will, the commercial route is cleaner from the start.

  • Lower entry cost than commercial trading
  • Smaller premises usually sufficient
  • Both permit direct mainland invoicing
  • Goods trading forces the commercial route

When are qualifications required?

For regulated professional activities — engineering, accounting, legal and medical-adjacent services among them — where the licensing authority wants evidence the person behind the licence can actually do the work.

Where qualifications are needed, they usually have to be attested, and that is the item that sets the timeline because it happens abroad.

  • Regulated professions require evidence
  • Degrees usually need attestation
  • Attestation happens abroad and is slow
  • Start it before anything else if it applies

Can you get visas on it?

Yes, with quota linked to the premises as with any mainland licence. A professional licence with a modest office supports a small team, and larger space raises the ceiling.

The owner can sponsor themselves through the licence, which is the usual route for an independent consultant who wants mainland clients.

  • Visa quota linked to premises
  • The owner can sponsor themselves
  • Suitable for a small professional team
  • Larger premises raise the ceiling

Professional or commercial licence?

By what you sell
What you sellLicence type
Consultancy and adviceProfessional
Design or marketing servicesProfessional
Software development servicesProfessional
Physical goodsCommercial
Services now, goods laterCommercial, to avoid amending
The mistake we see most: Taking a professional licence and then reselling equipment alongside the consultancy. It is trading, the licence does not cover it, and it surfaces when a client asks for an invoice the licence cannot support. If goods are anywhere in the plan, say so at the start.
MSM tip: If your activity needs an attested degree, start the attestation before you do anything else. It runs through offices in another country and it will be the reason your launch date moves, not the licensing.

What documents do you need?

What we need

Passport copies for the owner and any partners
Emirates ID and visa copies, where resident
Three trade name options
A description of the services you will provide
Attested qualifications, where the activity requires them
Expected headcount over twelve months

The item that most often sets the timeline is attestation of a qualification, where the activity is regulated. It happens abroad, so identify it and start it first.

QUESTIONS & ANSWERS

Frequently Asked Questions

What is a professional licence for?
Services delivered through skill or intellectual work — consultancy, IT, design, engineering services and similar. It does not cover trading goods.
Is it cheaper than an LLC?
Entry costs are generally lower, and premises requirements are often smaller. Both allow direct mainland invoicing.
Do I need qualifications?
For regulated professional activities, yes, and they usually need attestation. For most consultancy and creative work, no.
Can I sell products on it?
No. Trading goods requires a commercial licence. If goods are in your plan at all, take the commercial route from the start.
Can I sponsor my own visa?
Yes, through the licence, with quota linked to your premises. It is the usual route for an independent consultant serving mainland clients.
Should I use a free zone instead?
If your clients are overseas, probably. A professional licence is for reaching mainland UAE clients directly.
