New Establishment Card in Dubai

The trade licence lets you trade. It does not let you hire. The establishment card is the step in between, and new owners routinely miss that it exists.

Do you need an establishment card to hire in Dubai?

Yes. A trade licence permits the business to operate; sponsoring an employee residence visa needs a company immigration file, and the establishment card is what opens it. A newly licensed company cannot process its first employment visa until that card exists, which is why it belongs immediately after licensing rather than later.

The gap new owners fall into

You get the licence, you celebrate, you make an offer to your first employee with a start date three weeks out. Then you find that sponsoring them needs a file that does not exist yet, and opening it needs documents nobody mentioned.

It is entirely predictable and it still surprises almost every first-time owner.

  • The licence and the ability to hire are separate things
  • The immigration file is a distinct registration
  • Offer letters get made before the file exists
  • Build the card into your setup timeline, not after it

What sits behind the application

The trade licence, the premises, and the owner or manager identity documents. Where the licence depends on a tenancy or an Ejari registration, that has to be in place and consistent with what the licence says.

Inconsistency between the lease address and the licence address is the delay we untangle most.

  • Valid trade licence
  • Tenancy or Ejari matching the licence address
  • Owner or manager passport and Emirates ID
  • Company documents from the licensing authority

The labour file alongside it

The immigration card and the employment file are two registrations with two authorities, and you need both before a work permit can be issued. Doing one and assuming you are ready is a common half-step.

We open them together because separating them just adds a week.

  • Immigration card for residence sponsorship
  • Labour file for work permits
  • Both needed before hiring properly
  • Opened together rather than sequentially

Free zone versus mainland

Free zones handle this differently from one another and differently from the mainland. Some bundle a great deal into the package you already bought; others leave more with you than the sales conversation implied.

Tell us which zone. The answer genuinely changes.

  • Mainland companies follow the standard route
  • Free zone arrangements vary by zone
  • Some packages include more than others
  • Check what your zone actually covers before paying twice

How we open a new file

  1. Check the licenceAnd the tenancy or Ejari behind it.
  2. Confirm your zoneMainland or free zone changes the route.
  3. Apply for the cardImmigration file opened.
  4. Open the labour fileThe companion registration.
  5. Set up the quotaSo work permits can actually be filed.

What each registration lets you do

Registration and effect
RegistrationWhat it allows
Trade licenceOperating the business
Establishment cardSponsoring residence visas
Labour fileIssuing work permits
Quota approvalFiling for a given number of staff
All of the aboveActually hiring somebody
The mistake we see most: Promising a start date before the immigration file exists. The candidate resigns from their current job on the strength of it, and the whole thing then depends on paperwork the new owner did not know was coming.
MSM tip: If you know you will hire within the first quarter, open the immigration and labour files the same week the licence is issued, even before you have a candidate. It costs nothing extra in effort and removes three weeks from your first hire.

What documents do you need?

What we need

Trade licence and the licensing authority
Memorandum or company documents as issued
Tenancy contract or Ejari for the premises
Owner or manager passport and Emirates ID
Whether you are mainland or in a free zone
How many staff you expect to hire this year

Tell us your free zone by name if you are in one. What is included varies enough between zones that a general answer is not much use.

QUESTIONS & ANSWERS

Frequently Asked Questions

Can I hire staff on just a trade licence?
No. The licence lets the business operate; sponsoring a residence visa needs a company immigration file, which the establishment card opens.
When should I apply for it?
Immediately after the licence is issued, ideally before you have a candidate. It removes weeks from your first hire for no extra effort.
Is the labour file the same thing?
No, it is the companion registration with the employment authority. You need both before a work permit can be issued.
Do free zone companies need one?
Free zones arrange the immigration file differently from each other. Tell us the zone by name and we will tell you what your package actually covers.
What holds up the application?
Most often a mismatch between the address on the tenancy or Ejari and the address on the licence. It is worth checking those match before applying.
How many staff can I sponsor?
That comes down to quota approval, which follows the file being opened. Tell us your hiring plans and we will set the quota accordingly.

Just got your trade licence?

Send it over with your tenancy. We will open the immigration file before you need it.
