Food Handler Certificate in Dubai

Two things get called "the food card" and they are not the same. One is a health screening. The other is training you have to sit.

What does a food handler need in Dubai?

Generally two things. A food safety training certificate, obtained by completing an approved course, and a Dubai Municipality occupational health card, which follows a health screening. They are separate requirements from separate processes, and a food business is expected to hold both for the staff who need them.

The two things people confuse

Ask a restaurant manager about "the food card" and you will get one of two answers depending on who trained them. The health card is about the person: are they medically fit to handle food. The training certificate is about knowledge: do they understand temperature control, cross-contamination and hygiene.

A business needs both across its team. Holding one and calling it done is the common failure.

  • Health card: a medical screening outcome
  • Training certificate: a course you complete
  • They are issued through different processes
  • A food business is expected to have both covered

Levels of training

Not everyone needs the same course. Staff handling food need a basic level; those supervising a kitchen or responsible for food safety in the business are generally expected to hold something more substantial.

Putting the whole team through the basic course and nobody through the supervisor level is a gap an inspection finds quickly.

  • Basic level for staff handling food
  • Supervisor level for those in charge of food safety
  • The role determines the level required
  • A gap at supervisor level is an obvious finding

New openings

A new restaurant needs the whole team compliant before it trades, and that means training courses and health screenings running in parallel rather than one after the other.

Left too late, this is genuinely what delays an opening. Not the fit-out, the paperwork behind the staff.

  • Training and screening run in parallel, not in sequence
  • Start before the fit-out finishes
  • New hires joining later need catching up individually
  • Keep a register from day one, not from the first inspection

Keeping it current as staff change

Food service turns over staff quickly, and a business that was fully compliant in March can have four uncovered people by August without anyone noticing.

A simple register with names, dates and expiry, checked monthly, prevents almost every problem we get called about.

  • New starters need both items before handling food
  • Certificates and cards expire on their own cycles
  • Turnover creates gaps quietly
  • A monthly check of the register catches it

How we handle food handler requirements

  1. Map the teamWho handles food, who supervises it.
  2. Set the training levelBasic or supervisor, by role.
  3. Arrange the coursesScheduled around your service hours where possible.
  4. Run the health screeningsBatched at an approved centre.
  5. Collect both itemsCertificates and cards, per employee.
  6. Build the registerNames, dates and expiries in one place.

Who needs what

Role and requirement
RoleWhat they generally need
Kitchen staff handling foodBasic training plus health card
Service staff handling food or drinkBasic training plus health card
Kitchen supervisor or head chefSupervisor-level training plus health card
Person responsible for food safetySupervisor-level training
Office staff with no food contactGenerally neither
The mistake we see most: Treating this as a one-off task completed at opening. Food service turns staff over faster than almost any other trade, and a business that was fully covered in the spring is quietly non-compliant by the autumn.
MSM tip: Make the health card and training certificate part of your onboarding checklist rather than something chased later. A new starter who cannot work their first week is a much smaller problem than an inspection finding.

What documents do you need?

What we need

Staff list with roles against names
Passport copies for each employee
Emirates ID or residence visa details
Your trade licence
Existing certificates or cards, where you have them
Your target opening date, for a new venue

Roles matter more than names here. The training level and whether someone needs a health card at all both follow the role they actually perform.

QUESTIONS & ANSWERS

Frequently Asked Questions

Is the food handler certificate the same as the health card?
No. The certificate comes from completing an approved training course; the health card follows a medical screening. A food business generally needs both covered.
Do all my staff need the same training level?
No. Staff handling food need a basic level; supervisors and whoever is responsible for food safety are expected to hold something more substantial.
Do office staff need it?
Generally not, where they have no food contact. The requirement follows the role, which is why we ask for roles rather than a headcount.
How soon before opening should we start?
Earlier than the fit-out finishing. Training and screening run in parallel, and left late this is what actually delays an opening.
What about staff who join later?
They need both before handling food. Building it into onboarding is far easier than catching up after an inspection.
Do these expire?
Both do, on their own cycles. A register with names, dates and expiries checked monthly prevents nearly every problem we get called about.
