What is the Wage Protection System and who must use it?

The Wage Protection System, or WPS, is an electronic salary transfer system run by the Ministry of Human Resources and Emiratisation with the UAE Central Bank. Employers registered with MoHRE must pay staff through approved agents so that each payment is recorded. Non-compliance blocks new work permits.

How does WPS actually work?

Your company registers with an approved agent, and each pay run is submitted as a salary file that lists every employee, their MoHRE labour card number, and the amount paid. The agent transmits it, the Central Bank routes the payments, and MoHRE reconciles the file against its own record of who works for you and what they were contracted to receive.

The reconciliation is the point. Paying the money is not enough if the file does not match the record.

What happens if you file late or short?

The establishment is marked non-compliant, and the practical effect arrives quickly: MoHRE stops issuing new work permits. For a company that is hiring, that is an immediate operational problem rather than a paperwork one.

Sustained non-compliance escalates. Penalties and further restrictions follow, and clearing them is slower than avoiding them.

Why do salary files get rejected?

Almost always a mismatch, not a missing payment. The amount paid differs from the registered contract. An employee who left is still on the file. A new joiner's permit was approved after the file was prepared. The labour card number is wrong by a digit.

Every one of those is a five-minute fix at preparation time and a compliance flag afterwards.

Does WPS apply to free zone companies?

It depends on the free zone. Several free zones operate their own wage protection arrangements aligned to the federal system, and some are covered directly. Employees of free zone companies are not under MoHRE, so the obligation flows from the free zone's own rules.

The mistake we see most: Paying a higher salary than the registered contract and assuming that generosity cannot cause a problem. It can. WPS reconciles against the registered figure, and a persistent mismatch in either direction is a discrepancy. If you raised someone's pay, amend the contract.
MSM tip: Run payroll at least three working days before the WPS deadline, not on it. Bank cut-offs, public holidays and a single rejected line are what turn an on-time payroll into a late filing.
