What do Tasheel centres do?

Tasheel centres are authorised service centres handling Ministry of Human Resources and Emiratisation transactions: work permit applications and renewals, labour contracts, quota applications, and establishment file maintenance. They are the labour counterpart to Amer, which handles residency.

What is quota and why does it matter?

It is the number of work permits a company is allowed against its establishment file, driven by the licence and the premises. A company with no free slot cannot hire until it obtains more, and that application takes time.

Companies discover this at the point they want to hire, which is exactly when they have least patience for it.

What do free zone companies do instead?

They use their own free zone authority for the labour side rather than MoHRE. The transactions are equivalent but the counter is different, and a free zone company sent to Tasheel is in the wrong place.
